I-ISEF, organized by Cabinet Office, MEXT, METI and JAXA on March 2, provides a place to share future visions of space exploration and expand space exploration market as a viable business, and discuss opportunities to enter the space exploration businesses for non-space industries and startups.

Jim Chilton is senior vice president of the Space and Missile Systems division of Boeing Defense, Space & Security (BDS). Chilton was appointed to this role in July 2017 as BDS announced a new operating structure to sharpen focus on key markets and move faster to meet customers’ needs. The Space and Missile Systems portfolio includes the International Space Station; government and commercial satellite systems; a range of missile defense and strategic deterrence systems including Ground-based Midcourse Defense, Missile Defense National Team, and the Minuteman Intercontinental Ballistic Missile (ICBM) System; support to NASA’s Jet Propulsion Laboratory; the Boeing Starliner; NASA’s Space Launch System.and a variety of weapons programs for U.S. and allied military customers.
From October 2016 to the July 2017 restructuring of Boeing’s space and defense business, Chilton led Network & Space Systems (N&SS), which included much of the current Space and Missile Systems portfolio. Prior to that role, starting in 2013, he was vice president and general manager of Strategic Missile & Defense Systems within N&SS. Previously, Chilton served as vice president and program manager for Exploration Launch Systems and led Space Launch System (SLS), Boeing’s heavy lift launch vehicle program. Before SLS, Chilton served as program manager for the Checkout, Assembly and Payload Processing Services (CAPPS) contract at NASA’s Kennedy Space Center. He led final assembly and testing of space shuttle and expendable launch vehicle payloads, including hardware destined for the International Space Station. Mr. Chilton is also a veteran of the US Space Shuttle program, serving in development, test, and launch operations assignments.
Chilton began his career with Boeing in 1984 as a turbo machinery development engineer at the Rocketdyne division in Canoga Park, Calif. He went on to hold a number of roles in engine test and launch operations. Chilton has served on many boards, including the board of directors for the National Children's Advocacy Center and the International Astronautical Federation industry relations committee.
He holds a bachelor’s degree in mechanical engineering from Washington State University and a master’s degree in Space Technology from the Florida Institute of Technology. He also completed the systems acquisition course for general and flag officers at Defense Acquisition University and is a graduate of Harvard Business School’s advanced management program.

As a longtime, credible voice and global leader within the aerospace industry, Mark Sirangelo leads SNC’s Space Systems business area based in Louisville, Colorado. Sirangelo has helped to build and grow an SNC product portfolio including small satellites; space technologies that have enabled more than 450 planetary missions such as the Mars Curiosity Rover and New Horizons Pluto mission; rocket motors, including the motors that won the Ansari X-Prize; in-space life support and plant growth systems; and, perhaps most notably, he is responsible for developing the Dream Chaser® spacecraft, the only reusable, lifting-body, low-Earth orbit vehicle, capable of landing on commercial runways around the world. Recently selected for NASA’s Commercial Resupply Services 2 (CRS2) contract, SNC’s Dream Chaser Cargo System will be providing cargo delivery, disposal and return services to the International Space Station through 2024.

Currently, Sirangelo is chairman emeritus of the Commercial Spaceflight Federation, a member of the board of governors of the Aerospace Industries Association, the founding and current chairman of eSpace, and the Center for Space Entrepreneurship, a nonprofit that supports STEM education and the development of entrepreneurial space companies. He has been inducted as an associate fellow of the American Institute of Aeronautics and Astronautics, and is a member of the Chancellor’s Advisory Board for the University of Colorado.
In addition to his service within the aerospace industry Sirangelo also serves as a board member and trustee of the National Center for Missing and Exploited Children. The center has resolved over 100,000 missing children cases and has created such known programs as the Amber Alert and Code Adam. From 2012 through 2015 he served as the state of Colorado’s chief innovation officer, a position appointed directly by the Governor in order to promote innovation throughout the state. He currently serves as board member of the Colorado Energy Research Authority Board.

Mark Mulqueen is the program manager for the International Space Station (ISS) program, leading overall integration and operations of NASA’s orbiting laboratory. The ISS is the largest, most complex international scientific and engineering program in history. Mulqueen is responsible for providing sustaining engineering, expanding on-station scientific and technical research, and implementing vehicle enhancements.
Prior to this role, Mulqueen served as deputy program manager for the Commercial Crew Program that is building Boeing’s Starliner spacecraft to take crews from United States soil to the ISS and other low Earth orbit destinations. Mulqueen’s previous positions include ISS deputy program manager; ISS Vehicle Program director; ISS Mechanical, Structural Extra-Vehicle Activity and Robotics director; Mechanical Design associate director; and ISS Power Module deputy director.
Mulqueen joined Boeing in 1985 as a structural engineer on the Rockwell North American B-1B Bomber program. He has received NASA’s Distinguished Public Service Medal and a Rotary NASA Stellar Award for Space Achievement.

He is Vice President of the Board for the Moon Village Association, and a member of the Board for the National Space Society and SPACE Canada. Mankins was formerly Chief Technologist for Human Exploration and Development of Space at NASA HQ. His 25-year career at NASA and the Jet Propulsion Laboratory ranged from flight projects and space mission operations, to systems-level innovation and technology management. He planned, proposed, and managed the Exploration Systems Research & Technology program with a $4B+ budget ($850M/yr) and is recognized as the leading expert in the field of space solar power. Building on the 1970s 'technology readiness level' scale, he published the first detailed definitions of the TRLs in 1995, and created the Integrated Technology Readiness and Risk Assessment. Mankins holds B.S. (Harvey Mudd College) and M.S. (UCLA) degrees in Physics and an MBA in Public Policy Analysis (The Drucker School). He is a member of the International Academy of Astronautics. He received the NASA Exceptional Technology Achievement Medal and the National Space Society “Space Pioneer” Award. He lives on a family Ranch on the California Central Coast.

H.E Dr. Mohamed Nasser Al Ahbabi has been appointed as Director General of the UAE Space Agency after having the responsibility of designing and creating the agency.
He obtained his first Degree in the USA, then his MSc and PhD in the United Kingdom within the Information and Communication Technologies domain where he has published more than 20 scientific papers.
Dr Ahbabi has contributed and led numerous strategic projects in the ICT domain towards the benefit of the UAE government. He has also led a UAE Armed Forces Think Tank Project within the Centre of Excellence. His role embedded advising the military and government at a strategic level on emerging concepts and technologies in the area of smart defense, cyber warfare and space developments.
He was the head of YAHSAT MilSatCom and other Space Projects. He has an active role in ITU-R, UN Space working groups and ICT professional associations.
Dr Ahbabi is also a key speaker in a number of international conferences in the area of Smart Defense, mil-Space, Cybersecurity, and Smart governments. He is also a board member of YahSat Company, UAEU Council and of the UAE ICT fund.
In his role as the Director General of the UAE Space Agency, he leads a team of 50 that manages the UAE’s space sector. He is responsible for realizing the agency’s goals of growing this Sector. He recommends the National Space Strategy and related laws, policies, and regulations to the government. He promotes and supports Industrial and R&D space projects. Dr. Al Ahbabi is also responsible for establishing and maintaining international relationships and partnerships, coordinating with national concerned authorities and providing guidance to non-government space sector organizations.

Robert M. Lightfoot Jr. became NASA’s Acting Administrator effective January 20, 2017. His permanent title is Associate Administrator, which is NASA’s highest-ranking civil servant. He was previously Director of NASA's Marshall Space Flight Center (MSFC) in Huntsville, Alabama.
Mr. Lightfoot began his NASA career at MSFC in 1989 as a test engineer and Program Manager for the space shuttle main engine technology test bed program.
Mr. Lightfoot is a graduate of the mechanical engineering program from the University of Alabama and he serves on the University of Alabama Mechanical Engineering Advisory Board. In 2010, he was inducted into the State of Alabama Engineering Hall of Fame.

Silvio recently re-joined Airbus Space Systems team to lead the Advanced Projects and Products business, covering both space and Earth applications. Prior to this, he was in Ariane Group since its creation in 2015, in order to streamline the Ariane industrial chain around a few key risk-sharing partnerships. In his previous position he was in charge of developing new launcher programmes and business for Airbus Defence and Space, both in Europe and internationally – among which Ariane 6 and ADELINE.
In his life before Airbus, Silvio worked for EUMETSAT, Vega, Arianespace and ThalesAlenia Space, living in locales as different as Turin, Bremen, Paris, Strasbourg, Darmstadt and French Guiana.
Silvio completed the Corso in Scienze Aerospaziali with Politecnico, Turin, in 1990, and the Master of Space Studies with the International Space University (ISU), Strasbourg, in 1998.
An EU citizen (French and Italian), married with three daughters and based in Bremen, Germany, Silvio is thrilled by the opportunities offered by Humankind’s expansion into space and he sure wants to help make it happen.

Dr. Hiroshi Yamakawa is a professor of space engineering at Kyoto University since 2006. He graduated in 1988 and received Ph. D in 1993 from the University of Tokyo. He became an assistant professor and an associate professor at ISAS from 1993 to 2003, followed by an associate professorship at JAXA between 2003 and 2006. He served as a study manager and a project manager of the Euro-Japan collaborative BepiColombo mission to Mercury from 2000 through 2006. He was a visiting scientist at NASA JPL from 1997-1998, and at ESA ESTEC in 2002. Dr. Hiroshi Yamakawa is a member of the Committee on National Space Policy, Cabinet Office, Government of Japan, since 2012. He was appointed Secretary General of the secretariat of the Strategic Headquarters for Space Policy in the Cabinet Secretariat of the Government of Japan between 2010 and 2012.
