Finally, we adopt the staff position on the
question of procurement (staff recommendation, paragraphs 163–167). Thus,
assuming our authority to prescribe procurement rules requiring competitive
bidding for domestic satellite facilities, we nevertheless conclude that it
is not necessary or desirable to exercise such authority in the present
circumstances under our multiple entry policy.10
