Article 2 International Rights and Obligations 1. The Space Station shall be developed, operated, and utilized in accordance with international law, including the Outer Space Treaty, the Rescue Agreement, the Liability Convention, and the Registration Convention. 2. Nothing in this Agreement shall be interpreted as: (a) modifying the rights and obligations of the Partner States found in the treaties listed in paragraph 1 above, either toward each other or toward other States, except as otherwise provided in Article 16; (b) affecting the rights and obligations of the Partner States when exploring or using outer space, whether individually or in cooperation with other States, in activities unrelated to the Space Station; or (c) constituting a basis for asserting a claim to national appropriation over outer space or any portion of outer space.
