Chapter 1. General
Article 1. Key Concepts
This Federal Law uses the following key
concepts:
space
products - space means, space technologies, results
of space activity and various services in the field of exploration and use of
space;
commercial
space activity - independent space activity
performed in line with the existing legislation by legal entities and natural
persons at their risk and aimed at gaining systematic profits and other
benefits from sales of goods, performing work or rendering services in the field
of exploration and use of space;
commercialization
of space activity - system of state measures aimed
at arrangement, regulation and support of commercial space activity by the
state.
Article 2. Legislation of the Russian Federation On Commercialization of Space
Activity and Commercial Space Activity

This Federal Law establishes legal and
organizational bases of commercialization of space activity and commercial
space activity under jurisdiction of the Russian Federation.

Commercialization of space activity and
commercial space activity are regulated by generally recognized principles
and legal rules of international law, international Agreements of the Russian
Federation, this Federal Law, other Federal Laws and other standard legal
acts of the Russian Federation.

Article 3. Aims of Commercial Space Activity
Commercial space activity is performed to:

attract Russian and foreign investments in
commercial space activity;
|
|

|
create conditions for transforming separate
directions of space activity into a profitable sector of the economy and
ensuring a partial compensation for investments from the Federal Budget into
space activity;
|
|

|
arrange international and foreign economic
activity of the Russian Federation in the field of exploration and use of space
in the interests of economic development of the Russian Federation, support
and development of scientific technical and intellectual potential of the
space industry and its infrastructure, and introduction of national space
products into the world market.

Article 4. Principles of Commercial Space Activity
Commercial activity shall be performed in
accordance with the following principles:

stimulation of the private business to use
their own resources in the field of space activity, and encouragement of
commercial use of space equipment and technologies;
|
|

|
protection of rights and interests of
participants in commercial space activity by the state;
|
|
-
|
state regulation, coordination and support
of commercial space activity;
|
|
-
|
provision of security interests of the
Russian Federation in the process of commercial space activity.
