Article 12: Disputes The resolution of any dispute as to the implementation of the cooperative programme will be the responsibility of the agencies referred to in Article 3 of this Agreement. Only a dispute which, in the view of the Government of the United States of America or the European Partners, seriously and substantially prejudices the execution of the cooperative programme may be referred for resolution to a representative of the Government of the United States of America and to a representative of the European Partners. If these representatives are unable to resolve the dispute, it may be submitted for such arbitration as may be agreed.
