Article 12 The Participants have noted the provisions of the proposed Memorandum of Understanding with NASA and their rights and obligations arising therefrom, and they agree to the Council of the Organisation authorising the Director General to sign the text as approved by the Programme Board and the Council. Should this Memorandum not enter into force, or should it be modified substantially, the Participants will consult among themselves with a view to determine the appropriate measures to be taken.
