The
Participants shall, under the provisions of the present Arrangement and in
particular of article 5 thereof, undertake in close cooperation with the
United States Authorities a programme having as its objective the definition,
design, development and construction of the Spacelab as a technically
integrated part of the United States' shuttle and orbital system and Europe's
contribution to the post-Apollo programme with which it is to be used.
