2. Determination of Policy.

(1)

Subject to subsection (2), the Minister may, by notice in the Gazette, determine the general policy to be followed with a view to—

(a)

meeting all the international commitments and responsibilities of the Republic in respect of the peaceful utilization of outer space, in order to be recognized as a responsible and trustworthy user of outer space; and

(b)

controlling and restricting the development, transfer, acquisition and disposal of dual-purpose technologies, in terms of international conventions, treaties and agreements entered into or ratified by the Government of the Republic.


(2)

The policy contemplated in subsection (1) shall be determined by the Minister after consultation with the Council and with the concurrence of—

(a)

each Minister charged with the administration of any law which in the opinion of the Minister relates to space affairs; and

(b)

the Minister of State Expenditure.


(3)

Subject to subsection (2), the Minister may at any time by like notice substitute, withdraw or amend the policy determined in terms of subsection (1).
