With the exception of the intellectual
property rights referred to in Article 6, Exchange of Technical Data and Goods,
and subject to national laws and regulations, provisions for the protection and
allocation of intellectual property rights created during the course of
cooperation between the Parties to this Agreement are set forth in Annex 1 of
the June 17, 1992, Agreement between the United States of America and the
Russian Federation Concerning Cooperation in the Exploration and Use of Outer
Space for Peaceful Purposes.

Except as set forth in paragraph 7.1,
nothing in this Agreement will be construed as granting or implying any rights
to, or interest in, patents or inventions of the Parties or their contractors
or subcontractors.
