Article XXI Signature -- Reservations

(a)

Any State whose telecommunications Administration or Recognized Private Operating Agency is, or has the right to become, a Signatory Party to the Provisional Agreement may become Party to the Convention by:

(i)

signature not subject to ratification, acceptance or approval, or

(ii)

signature subject to ratification, acceptance or approval, followed by ratification, acceptance or approval, or

(iii)

accession.


(b)

The Convention shall be open for signature at Paris from 15 July 1982 until it enters into force and shall thereafter remain open for accession.


(c)

No State shall become a Party to the Convention until the Operating Agreement has been signed by the telecommunications entity which it has designated or until it has itself signed the Operating Agreement.


(d)

No reservation may be made to the Convention or the Operating Agreement.
