(2) CONVENTION ESTABLISHING THE EUROPEAN TELECOMMUNICATIONS
SATELLITE ORGANIZATION EUTELSAT(Entered into Force September 1,1985) Preamble The States Parties to this Convention, Underlining the importance of telecommunications by satellite for the development of relations between their peoples and their economies, and their desire to strengthen their co-operation in this field, Noting that the Provisional European Telecommunications Satellite Organization "INTERIM EUTELSAT" was established for the purpose of operating space segments of European telecommunications satellite systems, Considering the relevant provisions of the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, Including the Moon and Other Celestial Bodies, done at London, Moscow and Washington on 27 January 1967. Wishing to continue the establishment of these telecommunications satellite systems as part of an improved European telecommunications network for providing expanded telecommunications services to all participating States and this without prejudice to any rights and obligations of the States which are parties to the Agreement relating to the International Telecommunications Satellite Organization "INTELSAT", done at Washington on 20 August 1971, or to the Convention on the International Maritime Telecommunications Satellite Organization "INMARSAT", done at London on 3 September 1976, Determined to this end, to provide, through the most appropriate space telecommunications technology available, the most efficient and economic facilities possible consistent with the most efficient and equitable use of the radio frequency spectrum and of orbital space, Agree as follows:
